The New Rules

15 Seconds: Time allowed between pitches (Bases Empty).

20 Seconds: Time allowed between pitches (Runners On).

The Penalty: Automatic Ball for the pitcher.

The goal was to eliminate “dead time.” It worked. But it also eliminated recovery time.
